  15. Too Much of a Good Thing

  17. <p>     For bone-dry Southern California, the rains that began Feb. 5
  18. at first provided a welcome respite from a six-year-long
  19. drought. But last week the storms suddenly became too much of
  20. a good thing. Fifteen inches has fallen, drowning cars, streets
  21. and houses under rivers of water. At least eight people died,
  22. including a Ventura County man and his pregnant wife who were
  23. buried by a wave of mud.

  25. <p>     The storms took residents and officials by surprise. The
  26. National Weather Service's Southern California office did not
  27. issue its first flood warning until after TV news accounts had
  28. already shown people being rescued from flooded highways. The
  29. U.S. Army Corp of Engineers said its inexperienced workers were
  30. slow to alert city disaster officials.
  31. </p>
  32. <p>     Worse yet, the rain fell too far south to replenish the
  33. state's reservoirs, which now hold only about one-third the
  34. normal amount of water. The federal Bureau of Reclamation,
  35. California's largest water supplier, said it would halt
  36. deliveries to farms in the San Joaquin and Sacramento valleys,
  37. threatening crops in two of the nation's richest agricultural
  38. areas.
